Allocations to institutions are based on a formula that includes the relative shares of Federal Pell Grant recipients, the relative shares of non-Pell Grant recipients, 以及联邦佩尔助学金和非佩尔助学金获得者的相对份额 在冠状病毒紧急情况之前参加了远程教育.
